FDA Authorizes 24 VELO Nicotine Pouch Products, Expanding the U.S. Market

The U.S. Food and Drug Administration (FDA) authorized the marketing of 24 VELO nicotine pouch products on October 30, 2026. The decision marks the first FDA marketing authorization for the VELO brand in the United States and represents another development in the agency's ongoing evaluation of nicotine pouch products.

The newly authorized products include several varieties of VELO Mini Pouch and VELO Mini Pouch 2, each containing 4 milligrams of nicotine per pouch. The FDA's review also considered different packaging configurations, including child-resistant closures and factors that can affect product stability and safety.

Beyond the significance for VELO and its parent companies, the decision provides insight into how the FDA is approaching nicotine pouch regulation, particularly through its premarket tobacco product application process.

Eight VELO Product Combinations Receive Authorization

The FDA's 24 marketing orders cover eight distinct product combinations, each offered in three approved packaging configurations. The products are manufactured by Modoral Brands Inc., a subsidiary of Reynolds American and part of British American Tobacco's corporate group.

The authorized varieties are divided into two product lines:

  • VELO Mini Pouch: Crema, Lime, Orange Crema, and Passion Fruit.
  • VELO Mini Pouch 2: Crema, Lime, Orange Crema, and Cinnamon.

Each authorized pouch contains 4 mg of nicotine and weighs 400 mg.

The number of marketing orders is worth clarifying. Although the FDA authorized 24 product configurations, those orders represent eight combinations across three packaging options rather than 24 separate flavors.

The distinction matters because FDA marketing authorizations are tied to the specific products and configurations evaluated by the agency. Authorization for one product does not automatically cover other products sold under the same brand.

Packaging and Product Safety Were Part of the Review

The FDA's evaluation extended beyond the contents of the pouches. Regulators also assessed the three packaging configurations submitted with the applications.

Packaging can influence product characteristics such as moisture retention, stability, and shelf life. These factors can affect how a nicotine pouch performs and maintains its intended characteristics over time.

All three authorized VELO packaging configurations include certified child-resistant closures. This feature is particularly important for nicotine products because accidental ingestion or exposure can create serious risks, especially for children.

The packaging review illustrates how the PMTA process considers multiple aspects of a product. Manufacturers must provide information about more than nicotine strength and flavor; the way a product is packaged and protected is also relevant to the FDA's assessment.

What the FDA's Scientific Findings Show

The VELO products received marketing authorization through the FDA's premarket tobacco product application (PMTA) pathway. This process requires manufacturers to submit scientific evidence so the agency can determine whether allowing a product to be marketed would be appropriate for the protection of public health.

In its evaluation, the FDA found that the authorized VELO nicotine pouches contained lower levels of harmful and potentially harmful constituents than cigarettes and conventional smokeless tobacco products.

The agency also reported that several carcinogenic constituents, including certain substances associated with oral cancer in smokeless tobacco users, were not measurable in testing.

These findings contributed to the agency's regulatory decision, but they do not establish that nicotine pouches are harmless. Nicotine is addictive, and the products still carry potential health risks.

The FDA's assessment of potential public health benefits is primarily relevant to adults who currently smoke and completely switch to an authorized nicotine pouch product. People who continue smoking while also using nicotine pouches should not assume they receive the same potential benefit as those who switch entirely.

Understanding this distinction is essential when interpreting FDA decisions. A marketing authorization reflects a regulatory determination based on the available evidence, not a declaration that a product is safe for everyone.

The Role of the FDA's Nicotine Pouch Pilot Program

VELO's authorization also highlights the FDA's nicotine pouch pilot program, launched in September 2025. The initiative was designed to improve the efficiency of PMTA reviews while maintaining the scientific and regulatory requirements that manufacturers must meet.

The FDA has reported that the program has helped reduce response times and address scientific questions more efficiently. By improving communication between applicants and agency reviewers, the pilot aims to make the review process more manageable.

However, participation in the program does not guarantee authorization. Manufacturers must still provide the evidence required for the FDA to evaluate their applications.

The VELO decision demonstrates how the agency is using the pilot program to process applications from major nicotine pouch manufacturers.

VELO Joins Other FDA-Authorized Nicotine Pouch Brands

Following the October 30 decision, the total number of FDA-authorized nicotine pouch products reached 67. VELO now joins ZYN and Altria's on! brand among the companies with authorized nicotine pouch products in the United States.

Other recent FDA actions have also shaped the category. In August 2026, the agency authorized 11 ZYN ULTRA products. In June 2026, it separately allowed 20 previously authorized ZYN products to carry a specific modified-risk claim.

That June decision is distinct from the VELO marketing authorization. It does not grant VELO the same modified-risk claim, and the two regulatory actions should not be confused.

As the category expands, the FDA continues to evaluate products individually rather than treating all nicotine pouches as interchangeable.

VELO Nicotine Pouches: What This Means for the Nicotine Industry

The authorization of VELO's first 24 product configurations is an important development for Reynolds American, British American Tobacco, and the broader U.S. nicotine pouch market. It also adds another set of products to a category receiving increasing regulatory attention.

For manufacturers and retailers, the decision reinforces the importance of product-specific authorization and compliance with FDA requirements. For consumers, it provides another example of why marketing authorization, scientific findings, and claims about health risks need to be understood separately.
